A master clock is the authoritative time source within an installation. It obtains the time from a reference (GNSS, DCF77, NTP or PTP) and distributes it to subordinate clocks and devices via NTP, PTP, IRIG-B, serial signals or pulse lines.
All connected clocks then show exactly the same time.
