The UTC offset indicates how much a local time leads or lags UTC, written as +hh:mm or −hh:mm (for example +01:00). Belgium has offset +01:00 in winter and +02:00 in summer.

In ISO 8601 timestamps the offset is written explicitly, keeping the instant unambiguous.
