A time zone is a region that agrees to use the same clock time, defined as a fixed offset from UTC (for example UTC+1 for Central Europe). Zones roughly follow the lines of longitude but bend along country and state borders.

In software they are managed via the IANA time-zone database, which also holds the daylight-saving rules per zone.
