IEEE 1344 (and its successor C37.118) extends the IRIG-B time code with extra information in the control bits: the year, leap-second announcement, time-zone offset and daylight saving, plus a quality indicator for the time source.

This lets receiving equipment, such as in power substations, know not only the time but also how reliable and complete it is.
